Charge can be collected from telecom companies
If TRAI is to be believed, then the mobile operator is not shutting down such SIM cards which are not in active mode for a long time, so as not to lose its user base. Whereas according to the rules, if a SIM card is not recharged for a long time, then there is a provision to blacklist it. In such a situation, TRAI has made a plan to impose a fine on the mobile operator, the burden of which can be put on the common users by the telecom companies.
Why is the charge being collected?

19 percent mobile numbers are useless
If TRAI’s data is to be believed, at present more than 219.14 million mobile numbers are included in the blacklist category, which have not been active for a long time.
