Because, the inflation index numbers from January to June will decide how much DA will increase in the coming time. Let us tell you, the number of AICPI index for June 2024 is to be released four days from now. There is a possibility of a good jump in it. In such a situation, a good jump can be seen in the dearness allowance in the coming time.
What is the number of AICPI Index?
The Labor Bureau has released the numbers of 4 months of AICPI index. It has seen an increase of 0.6 points. However, this is an average. The number of the index has reached 139.4 points by April 2024 as against 138.8 points in December 2023. Now the number for May will be released on June 30. Also, the number for June will be released in July. In the data so far, the score of dearness allowance has increased to 52.43 percent. Earlier in the month it was at 51.95 percent. However, its final number will come by July 31, 2024. After the data, it will be calculated how much the dearness allowance will increase due to the increasing pace of inflation index.
Dearness allowance may increase by 3%
This is great news for the central employees who receive salary under the 7th Pay Commission. Because, their dearness allowance for January 2024 to June 2024 will be announced by September. There may be an increase of 3 percent in this. The current rate is 50 percent, which is applicable from January 2024. An increase of 4 percent in this is applicable from January 2024. After this, the next revision will be for July 2024, which will also be announced only after that. But, the trend of numbers has given an idea that this time the dearness allowance will increase by 3 percent. The new dearness allowance will be applicable at a total rate of 53 percent.
There was a discussion that as soon as the dearness allowance of central employees receiving salary under 7th pay commission crosses the 50 percent mark, the dearness allowance will be made zero. This means that the calculation of dearness allowance will start from 0 and whatever money is earned as per 50 percent will be merged in the basic salary. However, the government had earlier clarified that they do not have any such proposal and no such rule has been made. In the year 2016, while implementing the 7th Pay Commission, it was made zero. Because, at that time the base year of the index measuring dearness allowance was changed to 2016.
Is there any rule to make dearness allowance zero?
Whenever a new pay scale is implemented, the DA received by the employees is added to the basic salary. Experts say that although the rule states that 100 percent DA received by the employees should be added to the basic salary, but this does not happen. The financial situation comes in the way. However, this was done in the year 2016. But, its base year was changed that year. There is no need to change the base year now. Before that, when the sixth pay scale came in the year 2006, at that time 187 percent DA was being given in the fifth pay scale till December. The entire DA was merged in the basic salary. Therefore, the coefficient of the sixth pay scale was 1.87. Then a new pay band and a new grade pay were also created. But, it took three years to give it.
