The Central Motor Vehicles Rules, 1989 have been amended. Under this, now the nominee can also be added during the registration of vehicles. The rules for transferring ownership of vehicles have been simplified.




The Union Road, Transport and Highways Ministry has made significant changes in the rules related to the ownership of vehicles. After this change in the Central Motor Vehicles Rules, 1989, you can make someone a nominee only when purchasing a new vehicle. This process of nominee will be similar to bank account, property or insurance. After the implementation of this new rule, if the vehicle owner dies, then the vehicle will be transferred to the nominee. If the vehicle cannot do at the time of registration, can a nominee be appointed later?
The new rule states that at the time of registration of a new vehicle, a person can be made a nominee. For this, one has to apply online. Till now, the vehicle owner was facing many challenges in appointing a nominee. For this, there was a different procedure in every state. Now a vehicle owner can also appoint a nominee for his vehicle later.

What documents will be required to appoint a nominee?
Under the new motor vehicle rule, the vehicle owner will need the identity card of the nominee while appointing a nominee. With this help, the identity of the nominee will be easy while transferring the vehicle.

When will the vehicle be able to be transferred to the nominee after nomination?
The notification issued under the new Motor Vehicles Rules, 1989 states that the registration authority should inform about this within 30 days of death of the vehicle owner. Within 3 months of the death of the vehicle owner, a Form-31 will have to be submitted for vehicle transfer. During this period, the nominee can use the vehicle himself.

Can the nominee be changed later?
Yes, according to the new rule, the vehicle owner can change the nominee whenever he wants. For this, they will have to follow the procedure like adding a new nominee.

How will the vehicle transfer in case of divorce or separation?
In case of divorce or partition, the vehicle owner will get the facility to change his nominee. There is a provision in the new rule for this. For this, they have to apply under an agreed Standard Operating Procedure (SOP).

Why was the old process replaced?
Under the current rules, the process of motor vehicle ownership transfer is complex. This process was also different across the country. In order to transfer the ownership of any vehicle, the vehicle owner has to make several rounds of office. Apart from this, if the vehicle owner was killed, a certificate of identity is to be the legal heir for the ownership transfer.
