Bank cannot recover money

RBI has a guideline regarding this, which says that you do not have to pay a single penny in case of minus balance. That means you can close your bank account absolutely free of cost, banks cannot charge you for this. RBI says that your balance cannot go into minus.
You can complain
If any bank puts your account in minus and asks you to repay the minus balance to close the account, then you can complain about it to RBI. For this you will have to go to bankingombudsman.rbi.org.in and register your complaint. Apart from this, you can also complain on the helpline number of RBI. After this, action can also be taken against the bank. Also you will not have to pay any money.
