Budget Session 2021: 15 Big Things You Should Know About President Ram Nath Kovind’s Address

President of India Ram Nath Kovind Speech Live Updates: On February 1, the general budget of the financial year 2021-22 will be presented in Parliament. The budget session running in two parts will run till 8 April. The first phase of the budget session will run from today to February 15, while the second part will run from March 8 to April 8.




President Ramnath Kovind said on Friday that my government has shown that intentions are clear, if intentions are high, change can be brought. The number of lives my government has touched in these years is unprecedented. For every poor’s house to be illuminated, more than 2.5 crore electricity connections were given free of cost. For the poor to get the benefit of banking system, Jan Dhan accounts of more than 41 crore poor were opened. More than half of these accounts belong to our poor sisters and daughters.

What is the address

The Constitution empowers the President and the Governor to address the Houses of Parliament or the Legislative Assembly. After every general election and every year on the occasion of the beginning of the session of the House, the Governor and the President give the address. President’s address is a constitutional requirement. Session cannot begin without address.

The tradition of addressing the house is not of the Indian, but of the British. According to the website of the British Parliament, the tradition of addressing the house is more than 16th century.

At that time the king or queen of the place used to address the house. But, since 1852, every year in Britain, the Queen has been addressing the House there. The same system also came with the British in India. In 1919, the British Government passed the Government of India Act in India.

In 1919 itself, the Rajya Sabha was formed with us, but it was called ‘Council of State’ at that time. However, the history of Lok Sabha starts from 1853. Initially, the Lok Sabha was called the ‘Legislative Council’, which had 12 members.

After Independence, the President’s address before the session begins in 1950. Article 86 (1) of the Constitution provides for this. Under this, the first session after the general elections and the first session of the year begins with the President’s address and after that the work of both the houses begins.

(1) Insult to the holy day like tricolor and republic day is very unfortunate. The constitution gives us the right to freedom of expression, the same constitution teaches us that law and rule should be followed equally seriously.

(3) The benefit of the Prime Minister Crop Insurance Scheme has also been provided to the small farmers of the country. Under this scheme, in the last 5 years, farmers have received an amount of about 90 thousand crore rupees in lieu of premium of 17 thousand crore rupees.

(4) In the last few years, the country has done many such tasks which were once considered very difficult. Like • After the removal of the provisions of article 370, the people of Jammu and Kashmir have got new rights. After the decision of the Supreme Court, the construction of the grand Ram temple has started.

(5) My government has shown that if intentions are clear, intentions are high, then change can be brought. The number of lives my government has touched in these years is unprecedented. For every poor’s house to be illuminated, more than 2.5 crore electricity connections were given free of cost. More than 10 crore toilets were built under the Swachh Bharat Mission, to increase the dignity of poor sister and daughter, to reduce their problems.

(6) Pradhan Mantri Shram Yogi Man-Dhan Yojana was started for such poor brothers and sisters working at home, driving, shoe stitcher, textile press, agricultural laborers, such poor fellow also get pension.

(7) With the help of the DBT which was being ignored, more than 13 lakh crore rupees have been transferred to the beneficiaries in the last 6 years. Amrit Mahotsav will also be launched this year to commemorate the 75th year of the country’s independence.

(8) In the  Kutch Desert, work has started to build the world’s largest Hybrid Renewable Energy Park. In the last 6 years, India’s renewable energy capacity has increased two and a half times, while solar energy capacity has increased 13 times.

(9) India has also entered the Security Council as a provisional member for the eighth time this year, gaining historical global support. India has also assumed the position of President in BRICS for 2021. We once had only 2 mobile factories here. Today India is the second largest mobile manufacturer in the world.

(10)  Vande Bharat Mission, which is the largest such campaign in the world, is being appreciated. India has brought back nearly 50 lakh Indians from all parts of the world, as well as more than one lakh foreign nationals to their own countries.

(11) Along with meeting the country’s domestic needs, India supplied essential medicines to more than 150 countries. India is committed to ensuring vaccine availability globally. We are proud that ISRO scientists are working on important missions such as Chandrayaan-3, Gaganyaan, and Small Satellite Launch Vehicle. The country’s first indigenous pressurized heavy water reactor has been successfully tested in Kakrapar a few months ago.

(12) Government’s emphasis is also on self-reliance in defense sector. A few days ago, the government has ordered HAL to manufacture 83 indigenous fighter aircraft Tejas. The large number of voters’ participation has shown that Jammu and Kashmir has moved rapidly towards a new democratic future. The people of the state have been empowered by getting new rights.

(13) Gas connectivity is also being worked on at a rapid pace to make the country a Gas Based Economy. Kochi-Mangalore gas pipeline has been inaugurated a few days ago. Construction of Dobhi-Durgapur gas pipeline is increasing the flow of ‘Urja Ganga’.

(14) In order to modernize the country’s infrastructure, my government is also working on the National Infrastructure Pipeline worth more than Rs 110 lakh crore. Also, construction of six new expressways and 18 new access controlled corridors is underway in the first phase of the Bharatmala project. Kisan Rail, launched across the country, is writing a new chapter in providing new markets to India’s farmers. So far, more than 100 farmer trains have been run, through which more than 38 thousand tons of grains and fruits and vegetables have been sent by farmers from one region to another.

(15)A few days ago, sections of the Eastern and Western Dedicated Freight Corridors have been dedicated to the country. These freight corridors will encourage industrialization in eastern India as well as reduce unnecessary delays in rail travel. A production linked incentive scheme of about Rs 1.5 lakh crore has been implemented in the country for the first time for 10 sectors related to manufacturing. . Its benefits have also started to be seen in the manufacturing of many other goods including electronics. In the National Education Policy, for the first time, the students have been given the freedom to read the subject according to their interest. Youngsters have been given the option to change the subject and stream even in the middle of a course. With the inspiration of Baba Saheb, my government is working on an ambitious scheme of ‘Jal Jeevan Mission’. Under this, along with delivering ‘every house water’, work is also being done at a rapid pace on water conservation.
