New Delhi. Delhi Transport Department will soon issue QR Code based smart cards for Driving License (DL) and Registration Certificate (RC). The new driving license will have an advanced microchip with features like quick response code and Near Field Communication (NFC). The new RC will have the owner’s name printed on the front, while the microchip and QR code will be embedded on the back of the card. Let us tell you that the Ministry of Road Transport and Highways (MoRTH) had issued a notification in October 2018 and issued guidelines for changes in driving license and registration certificate.
Around the same time, the Ministry of Road Transport and Highways also legalized documents such as driving licenses or registration certificates in electronic formats on DigiLockers and M-Parivahan in place of physical documents and were treated at par with the original documents. The new smart card based DL and RC will have chip based/QR code based identification system.
Now DL is going to change in Delhi
Cards had been chipped before, but there were problems in reading the information encoded in the chip. Both the Delhi Traffic Police and the enforcement wing of the Transport Department did not have the required quantity of chip reader machines available. Furthermore the chips were designed and implemented by the respective states, resulting in difficulty in reading the chip and obtaining information. Now this problem will be solved with QR based smart cards.
What will be the benefits of QR
The QR based smart card will prove helpful in connecting and integrating all the information related to driving license and vehicle registration with the web based database – Sarathi and Vahan. QR is being implemented across the country. QR code reader can be easily obtained so that the information stored in the card can be easily read. These new cards will be made of polyvinyl chloride or PVC or polycarbonate, which will ensure their durability. The size of the card has been fixed at 85.6 mm x 54.02 mm and the thickness has been fixed at minimum 0.7 mm.
This is how DL will work
QR codes also have an added benefit of acting as a security feature on smart cards. As soon as the smart card of the driver/owner is confiscated, the fine and other information related to the DL holder will be automatically stored on the vehicle database of the department for 10 years. The new DL will also help the government maintain records of disabled drivers, any modifications made to vehicles, emission standards and declaration of the person for organ donation.
This is the preparation of Delhi government
The Delhi government is also in the process of improving all its Automated Driving Test Tracks (ADTT) and adding new tracks. For this, land has been identified at Mayur Vihar, Shahdara, Narela, Pusa, Jail Road, Jafarpur and IGDTUW Kashmiri Gate.
A dedicated project management team has also been formed for the printing of smart cards and management of Automated Driving Test Tracks (ADTT), which will be monitored by District Transport Officers (former MLOs) and Motor Vehicle Inspectors. There will be 12-hour shifts from 8 am to 8 pm in ADTT of Sarai Kale Khan, Raja Garden and Dwarka from Monday. From the beginning of November, all new ADTTs will have 12-hour shifts.
