Employees will be transferred only with the approval of the minister of the concerned department. By August 31, the Chief Minister of the concerned department will be able to do it.
Ban on transfer of employees lifted
In fact, the ban on transfer of C and D category employees has been removed by the Himachal government. Employees can be transferred with the approval of the minister of the concerned department till August 31. However, from September 1, the transfer will be banned again. After this, once again from 20 to 30 September, there will be exemption on transfer.
Notification issued
Notification was issued by the department. In which it was clarified that the Guidelines 2013 issued on July 10, 2013 will be strictly followed. There are many things to keep in mind while transferring. In which the minimum service period of 3 years is required to be completed by the concerned employees at one place. If the length of service is less than 3 years and there is an administrative requirement. Only then the transfer of the employees can be done. Along with this, no new posting will be given to more than three percent of the employees in any cadre.
Approval of the head of the department is mandatory
It will be mandatory to take approval from the Chief Minister for the transfer of employees with short stay, while it will be mandatory to apply to the head of the department for transfer of class III and IV employees. Under the old system, all categories of employees were being transferred after the orders of the Chief Minister. In view of the increasing number of applications for the Chief Minister’s Office, a new system has been started by the government. Under which now the approval of the head of their department will be mandatory for Class III and Class IV employees.
Under the rule, not more than 3% of the employees in one cadre will be transferred. On the other hand, due to natural calamity, there will be no transfer of employees engaged in rescue and relief work. However, from October 1, there will be a complete ban on transfer of class III and IV employees in the entire state.
