Gratuity to retired employees due to DA freeze, major loss of EL

Central and state employees retiring after January 2020 are suffering double losses. Not only is the benefit of increase in dearness allowance (DA) due to freeze, there is also loss in the form of gratuity and earned leave. This causes frustration and resentment among the employees. In contrast, before January 2020, DA was 17 percent, which has been fixed at 28 percent since January 2021. In this way, the DA has increased by 11 percent, but due to the freeze, employees are not getting the benefit of this increase.

Since gratuity and accrued leave are determined by combining basic and DA, the effect of freezing DA is also affecting the amount of gratuity and earned leave of employees retiring during this period.
