Scrappage Policy: The government has announced a new scrapel policy in the budget for the financial year 2021-22. However, detailed information about it has not been revealed yet. But the concern of those who own old cars or commercial vehicles has increased.

new Delhi. Finance Minister Nirmala Sitharaman has announced a new scrap policy in the Union Budget 2021. This policy was being discussed for a long time. However, detailed information about this policy is yet to be known. But one thing has become clear that the government wants to implement this policy on a voluntary basis. However, later on there will be a possibility that it will also be made mandatory. Till then, let us know about this policy and if you are a private car owner then what will be the effect on you.

What is the purpose of bringing this policy?

Actually, the central government wants to exclude cars and commercial vehicles older than 15 or 20 years. There will be two benefits from this. The first is that it will help reduce air pollution in urban areas, and second, that automobile sales can be killed, which is already sluggish before the epidemic. After the implementation of this policy, fitness test of vehicles older than 20 years will be done. According to the Finance Minister, this fitness test will be done at automated fitness centers and it will be decided here whether the vehicle is still capable of running on the road or not. If a vehicle fails in the Fittens Test, it will have to be sent for scrap.

How does a fitness test work?

According to the new policy guidelines, after 20 years any vehicle will have to undergo a fitness test. It is possible for such old vehicles to pass a fitness test and obtain a fitness certificate. Each fitness test will cost around 40,000 rupees. This will be in addition to road tax and possibly ‘green tax’ will also have to be paid. Green tax vehicles have to be paid at the time of vehicle registration after they are 15 years old.

Each fitness certificate will be applicable for the next 5 years. After this, the vehicle owner will have to undergo another fitness test and for this also, almost the same fitness test will have to be spent.

Will there be any cost beyond this?

Yes The government has proposed a green tax, which has to be submitted while getting the fitness test. The amount of green tax will be 10 to 25 percent of the road tax. This means that to get a fitness certificate for your vehicle, a considerable amount will have to be spent. This amount will also depend on which city you are in and what is the level of air pollution there. For example, if Green Tax is applicable in Delhi-NCR, then customers may have to pay 50% of the road tax as Green Tax.

What if your car does not pass the fitness test?

According to the law, it is illegal to drive a vehicle that has failed in the FITNESS test because it is not considered to be registered. Without the FITNESS test, the vehicle can not be registered, and if a vehicle fails the fitness test, it means that it is not even registered. This policy will be implemented from 1 April 2022, in which vehicle owners will also get some money on sending their car for scrap after a certain age. However, if their car fails 3 times in this fitness test, then they will not have many options.

Many other information including setting up scrap docks / yard etc. has not been revealed yet. Under the proposed policy, the number of private and commercial vehicles older than 20 years is about 51 lakhs. Removing these vehicles from the road will mean that their owners will also need a new vehicle. There will also be a possibility that they may also adopt new technologies such as electric vehicles. Electric vehicles will help reduce pollution by up to 25 percent.
