Principal Secretary Stamp and Registration Leena Johri has issued a government order in this regard and has sought assistance from the Excise Department.

It has been said in the government order that the lease of liquor shops comes under the scope of lease on the basis of the provision given in the Stamp Act. That is why it is mandatory to make a lease on the basis of stamp liability at the fixed rate as well as get it registered in the registration office.

On the basis of the provision given in the Stamp Act, the concerned officer before whom such lease is presented should ensure compliance of the stamp liability, so that the stamp duty levied on the lease can be received. It has also been said that it has come to light that the leases are not being made available to the officers of the Stamp and Registration Department for registration. Due to this, revenue is not being received.

It has also been said in the government order that arrangements should be made to ensure the stamp liability and to make the said lease available for registration. Action will be taken at the level of the Commissioner of Excise for this. It should be made mandatory to see the registered lease before giving license to run the shop.
