The Delhi government has sent the file related to paying half the amount of fine on challan to LG. The notification will be issued as soon as it is approved. Now DTC’s ATIs will also be able to challan vehicles. Existing challans will have to be settled within 90 days of the notification and new challans after the notification will have to be settled within 30 days.
New Challans Rules: For the convenience of the public and to encourage them to settle traffic fines, the Delhi government has announced a discount of up to 50 percent of the challan amount fixed for traffic offenses under specific sections of the Motor Vehicles Act. The Delhi government has sent the file related to this to LG VK Saxena for approval.
Under the proposal, not only will there be a 50 percent discount on payment of challan on the spot, but it will also be necessary to settle the challan within 90 days of the notification for existing challans issued and within 30 days for new challans issued after that.
Will be able to get discount on challan
According to this proposal, people will be able to get discount in challans under 37 sections of the Motor Vehicles Act 1988. Transport Minister Kailash Gehlot has said that the purpose of the discount is to encourage people to pay their traffic fines immediately in a convenient manner, so that long-lasting legal disputes can be avoided.
More personnel will get the power to issue challan
The proposal also provides that to reduce traffic offences under these sections, Head Constables and above rank officers of Delhi Traffic Police and Transport Department as well as Assistant Traffic Inspectors (ATIs) of Delhi Transport Corporation (DTC) will now be able to issue challan.
ATIs will be able to issue challans to vehicles parked in bus lanes
Gehlot said that empowering ATIs to be present on bus lanes during operational hours will ensure timely challans and will help in smooth functioning of public transport systems, especially buses. He said that this decision to empower various officials to collect fines is also expected to give some relief to the officials of the Transport Department from the increasing workload.
Exemption will be given for breaking these rules
The proposal also talks about not giving exemption in crimes like hit and run. The crimes for which exemption will be given include red light jump, stop line jump, not wearing seat belt, speeding, overloading, driving in wrong lane, three riders on two-wheelers, not wearing helmet, driving without license, etc.
