NPS New Rule: Central Pension Accounting Office (CPAO) has directed all concerned officials to follow the new guidelines for processing pension cases under the National Pension System (NPS) like the Old Pension Scheme (OPS). This step has been taken to ensure timely pension to retired employees and make the distribution process transparent.

What did the CPAO say?

Earlier on December 18, 2023, the CPAO had issued an order stating that the pension process of employees retiring under NPS would be made like OPS so that the disbursement of pension can be expedited. In the new Office Memorandum (OM) issued on March 12, Pay and Accounts Offices (PAOs) have been instructed to strictly follow this order. The CPAO said that PAOs are submitting Provisional Pension Payment Orders (PPO) in triplicate, whereas as per the new instructions, only two copies (pensioner portion and disburser portion) are required.

The CPAO said in its order that some PAOs are still not following the guidelines in submitting NPS cases like OPS cases. CPAOs are getting provisional PPOs in triplicate, while only two copies are required. The CPAO has directed all Chief Controllers of Accounts (CCAs) and Controllers of Accounts (CAs) to ask their subordinate PAOs to strictly follow the order dated 18 December 2023. Apart from this, Central Pension Processing Centers (CPPCs) of all authorized banks have also been asked to follow the memorandum and orders issued by the CPAO.

Why did this change happen?

  • The pension process of employees retiring under NPS will be made like OPS.
  • This will make the pension distribution process faster and transparent.
  • NPS beneficiaries will be able to get pension on time and without any hassle.
