Modi government’s dream project Central Vista has got a green signal from the Supreme Court. A new Parliament building is being constructed in the project. Several petitions were filed against the construction of the new Parliament House. But, the Supreme Court has also considered the report of the Environment Committee as per the rules and said that the environmental clearance for the project was given in the right way. The court has kept the petition alleging land use change pending. Also said that to start construction, approval of Heritage Conservation Committee should also be taken.
Supreme Court verdict by a 2: 1 majority
A three-judge bench of Justices AM Khanwilkar, Dinesh Maheshwari and Sanjeev Khanna gave their verdict on the petitions. With a majority of 2: 1, the Supreme Court gave the decision in favor of the government. The Supreme Court has also suggested to install smog towers and use anti-smog guns at all construction sites of the Central Vista Project. The Central Vista project was announced in September 2019. It will have a new triangular building of Parliament, in which 900 to 1200 MPs of Lok Sabha and Rajya Sabha will be able to sit together. Its construction will be completed by August 2022 on the 75th Independence Day. The construction of the Central Secretariat is set to be completed by 2024.
There will be a saving of one thousand crore rupees every year: Center
The central government had told the Supreme Court that the Central Vista project of 20 thousand crore rupees is not a waste of money, but it will save money. This project will save about one thousand crore rupees annually, which is currently spent on the rent of ministries running in 10 buildings. This project will also improve coordination between ministries.
What is Central Vista Project?
According to the master plan of the Central Vista, the new Tikona Parliament House will be built behind the statue of Gandhiji in front of the old circular Parliament House. It will be built on 13 acres of land. There is now a park, temporary construction and parking on this land. The new Parliament House will have one building each for both the Houses of Lok Sabha and Rajya Sabha, but the Central Hall will not be built. The entire project is worth 20 thousand crores. Rashtrapati Bhavan, existing Parliament House, India Gate and National Archives building will be kept the same.
Why the need for a new parliament?
In March 2020, the government said in Parliament that the old building over has been over-utilization and is deteriorating. Also, in 2026, the work of delimitation of Lok Sabha seats is scheduled. After this, the number of MPs in the House may increase. There is not enough space in the old building for sitting MPs. Apart from this, in Article 81 of the Constitution, there was a rule to limit the seats according to the existing population after every census, but not since 1971. The construction of this building in 2021 is going to complete 100 years.
