Railway Passengers Rules: If the seats of some passengers are not reserved in the train, then it becomes RAC (Reservation Against Cancellation). Passengers holding RAC tickets have to share side lower seats in AC coaches. Only one bedroll facility is available on one seat whereas the passenger fare includes the fare for the entire seat and bedroll charges.

Whereas the entire seat fare and bedroll charges are included in the passenger fare. Railway Board has now directed to provide separate bed rolls to both the passengers in RAC seats.
Letter issued from Railway Board to all zones on 18th December
Railway Board Principal Executive Director Shailendra Singh has sent a letter to Zonal Railway General Managers on December 18 to start this facility. It has been said that RAC passengers in AC class should also be given complete bedroll kit like reserved seat passengers. The letter also mentions the earlier order issued by the board.
Now if any RAC passenger complains that he did not get a bedroll, action will also be taken. CPRO Himanshu Shekhar Upadhyay said that the order to provide separate bedrolls to all the passengers traveling on RAC tickets in AC coaches is being strictly followed.
If you have half the seat then take half the fare
RAC tickets are given to passengers holding tickets in a phased manner as soon as a seat becomes vacant in the train. Most have to complete their entire journey on half the seat. Passengers have many times demanded that if the seats are only half, then half the fare should also be charged.
