Justice Chandra Dhari Singh noted the lack of verification mechanism for address details on ration cards. He said that this situation may come in the way of providing ration to all citizens at a reasonable price.

It is against the rules of the central government

The court has given this decision on the petitions of the people of Kathputli Colony. In their petition, these people had demanded from the court to provide them separate accommodation in lieu of their removal from there. Earlier, Delhi Development Authority had talked about using ration card as address proof, but later the court called it inappropriate as per the rules of the Central Government.

DDA’s rule is arbitrary

Let us tell you that earlier the Union Ministry of Consumer Affairs and Food, citing the Gazette of 2015, had objected to the use of ration card as home address. In protest against this, Justice Singh also criticized DDA for approaching the court in this matter. The court had termed this step of DDA as arbitrary.

Ration card is used for ration distribution

The court said that ration card is used for ration distribution and not for address proof. This decision of the court will affect the rehabilitation policy of slum dwellers living in Kathputli Colony, especially those whose eligibility has been questioned in the past due to lack of ration cards.

Justice Singh directed the DDA to accept alternative documents such as passport, electricity bill and driving license listed in the Delhi Slum and JJ Rehabilitation and Relocation Policy, 2015, to verify the claims of residents for alternative accommodation.

DDA has been asked to provide another place for the petitioners to live. Now it depends on the presentation of relevant documents issued before the cutoff date, January 1, 2015.
