The maximum age of recruitment in Uttar Pradesh government services can be reduced from 40 to 30 years. For reserved category this limit can be 35 years. Not only this, once you are in government service, the opportunities for applying for other government service can also be limited. This recommendation has been made by the special committee made to assess the number of employees, improvement in their efficiency etc. The departments are being consulted on this.
Let us tell, currently the age limit for recruitment for reserved category is 45 years. The Akhilesh government had increased the maximum age limit to 40 years on June 6, 2012 during his reign. Earlier it used to be 35 years. The maximum age limit of 35 years was earlier 32 years.
The committee has suggested to give a maximum of 2 opportunities for personnel to appear in the examination of other services after recruitment in government service. Similarly, after selection in the service, if a candidate applies to appear in the other examination, then it has been recommended to arrange to accept one year of unpaid leave for the first time.
Service should be ‘satisfactory’ not ‘very good’: Except for the posts of Head of Department and Additional Department in the state, it is a mandatory condition for promotion and ACP to be satisfactory service in the respective rules for the posts of various cadres. The committee has asked to set very good criteria for promotion and ACP in place of satisfactory service. Similarly, to encourage departments and personnel, every year, Chief Minister Award Scheme has been started.
As suggested by the increment of work like this: It has been recommended to give ‘variable’ annual increments, citing good and hard working workers to maintain morale and discourage those not interested in work.
Emphasis placed on outsourcing: It has been suggested to outsource the services identified by the department to the outsourcing or PPP mode. If even after this effort, some posts need to be filled by outsourcing, then it has been asked to make a manual for taking employees. The rules will be effective for all departments, autonomous institutions, urban bodies, public sector undertakings and corporations. The committee has said that there should be arrangements for outsourcing of services like cleanliness, security, legal services, data entry and transportation. Recruitment of Group ‘C’ from NRA: The committee has suggested to recruit Group ‘C’ with the same score after the implementation of General Qualification Examination (SET) through Central Government’s National Recruitment Institution (NRA). . The committee said that with this, candidates will not need to apply again and again for different recruitment examinations. The government has decided to implement a two-stage examination system till the central NRA system is implemented.
