Environment Minister held a meeting
Regarding this, Delhi’s Environment Minister Gopal Rai said, “We held a meeting with the Transport Commissioner, Traffic Police and Environment officials. We had to inform you what would be the rules for implementing odd-even, but in the meantime we spread the word about odd-even in the media. – Saw some comments of the Supreme Court regarding the Even Vehicle Scheme. GRAP 4 is applicable in Delhi NCR
Due to the continuous increase in the air quality index, the fourth phase of (GRAP 4) has been implemented in Delhi. Earlier, the Haryana government had asked district deputy commissioners in NCR to assess the situation in their districts and take a decision on closing schools. For the last few days, the air quality index in some districts including Gurugram has remained in the ‘severe’ category. The pollution level in Delhi-NCR on Monday morning was recorded to be about seven to eight times more than the safe limit set by the government. Toxic smog persisted over the area for the seventh consecutive day.

What is GRAP?
GRAP means Graded Response Action Plan. It has four stages. The first stage of the trap is implemented when the air quality index is at ‘poor’ level. The second phase of GRAP is implemented if the air quality index is ‘very poor’. The third stage of GRAP is implemented when the AQI is ‘severe’ and the fourth stage of GRAP is implemented when the air quality index crosses 450.
