Now driving without a helmet on the roads of Delhi can be costly. Delhi Traffic Police has been asked to take strict action on helmet related violations, which includes declaring the driving license invalid or canceled and issuing challan. These instructions were issued late last month by Additional Police Commissioner (Traffic Headquarters) Satya Veer Katara in a circular sent to all traffic personnel. In which instructions have been issued regarding intensifying action against two-wheeler drivers.
According to officials, nearly 40 per cent of the road accident deaths last year were of two-wheeler riders. 611 drivers were killed and 2,233 injured in accidents in the capital. According to Delhi Traffic Police data, a total of 1,551 people lost their lives in road accidents last year. Additional Commissioner of Police (Traffic) Dinesh Kumar Gupta said, “An analysis of the causes of deaths of two-wheeler riders revealed that many of them were either without helmets or were not wearing helmets properly, due to which they suffered serious head injuries. Poor quality of helmets was also another cause of deaths. Riding against traffic flow, speeding and jumping red lights were other causes of deaths and injuries of such riders.”
According to Section 129 of the Motor Vehicles (MV) Act, every person above the age of four years, who is driving or riding a two-wheeler, is required to wear good quality protective headgear in a public place. “As per the rules, violation of helmet norms attracts a fine of Rs 1,000. Delhi Traffic Police head constables and officers of the rank above are authorised to abate the offence. As per sub-section 4 of section 206 of the MV Act, the licence of the offender/driver can be confiscated and sent to the licensing authority for disqualification or cancellation proceedings under section 19. We have directed all traffic officials to comply with the directions,” Katara said in the circular.
