To cancel a ticket purchased from the PRS counter, you will have to visit the IRCTC website. Here you will have to go to the ‘Cancel Ticket’ option. After selecting it, you will be given the option of cancel and counter ticket.

(https://www.operations.irctc.co.in/ctcan/SystemTktCanLogin.jsf). You will have to enter the PNR number and train number of your counter ticket, as well as fill in the security captcha.
After this, an OTP (one-time password) will be sent to your registered mobile number. Enter this OTP to continue with the ticket cancellation process. Note that this OTP will be sent to the same mobile number that you provided at the time of counter ticket booking.
Then, a dialog box will appear on your screen. After confirming, the passenger details will be displayed. Now tap on the submit button, and your PRS counter ticket will be cancelled successfully.
How to get a refund?
If you have bought a ticket from a PRS counter, visit the nearest PRS counter to get a refund. You will get a refund only after you submit the cancelled ticket at the counter.
As per Indian Railways rules:
If you cancel a confirmed ticket, you must surrender the ticket at the PRS counter at least 4 hours before the scheduled departure time of the train.
For waitlisted or RAC tickets, you can get a refund by surrendering the ticket at the PRS counter 30 minutes before the train departure.
