JPC has approved the Wakf Bill. Three major changes have been made in it. According to sources, there are two changes whose demand came from the people of the Muslim community itself.

Many complaints of the Muslim community on the Waqf Amendment Bill have been resolved. The Joint Parliamentary Committee (JPC) has approved 14 changes in the bill after discussions with all the parties, but there are 3 such changes which were also demanded by the people of the Muslim community. Now this bill will be presented in Parliament during the budget session and after passing from there, this law will come into force.

JPC Chairman Jagdambika Pal said, we had sought amendments from the members of the Parliamentary Committee. They suggested making 572 amendments in the bill. Out of these, 44 amendments were discussed and on the basis of majority, the committee has accepted 14 amendments. Voting was done on all the amendments given by the opposition members. But all the proposals were rejected by 16 votes against 10. We are bringing this amendment for the betterment of Wakf and for the benefit of the general public.

The three biggest changes in the Wakf Amendment Bill, which have been approved by the JPC.

  1. The right to determine whether a property is Waqf or not was given to the District Collector in the bill, but the Joint Parliamentary Committee has approved a change in it. Now instead of the District Collector, the officer nominated by the State Government will decide it. This demand was made by the opposition parties.
  2. There is a provision in the Waqf Amendment Bill that there will be at least two non-Muslim members in the State Waqf Board and Central Waqf Council. But now by making changes, the members have been kept out of it. This means that two of the nominated members will be mandatory to be non-Muslims. This was the demand of the Muslim community.
  3. The demand of the Muslim community was that the new law should not be implemented retrospectively. That is, there should be no decision on previously decided cases. But now some changes have been made in it. If the Waqf property is registered, then this law will not be retrospective. However, Congress MP and JPC member Imran Masood said that 90 percent of the Waqf property is not registered. What will happen to it? This law will definitely be applicable on him.

What did the opposition say?

After the JPC meeting, TMC MP Kalyan Banerjee said, they did what they had decided. They did not let us speak. No rules or procedures were followed. Initially, we had asked for documents and comments. All those things were not given to us. They started discussing clause by clause. We said, let’s discuss first. Jagadambika Pal did not allow the discussion to take place. Then they came up with an amendment motion. We were not allowed to speak on the amendment motion. He himself presented the motion, counted and announced it. All the amendments were passed. Our amendments were rejected and his amendment was allowed. It was a sham. This is a black day for democracy.

Why is the opposition angry?

Congress MP Imran Masood said, parliamentary traditions are not being followed and this bill is completely against the times. It seems to be a conspiracy to usurp Waqf properties and through this a plan is being made to spread hatred in the country. We asked the speaker why there is so much hurry, when this bill could have been tabled on the last day of the session i.e. April 4. He fears that such haste will not give all parties adequate time to present their views.
